Stages of development work
- Utilisation of previous material: Previous work, reports, plans, regional strategic guidelines and tourism objectives provide a clear framework for the work. A comprehensive overview of the current situation was produced from the extensive source material to serve as a basis for the vision work.
- Vision survey for residents and visitors: The vision survey conducted in the summer of 2025 provided extensive information and insights into how the area is currently used and what kind of development ideas the residents of Tuusula and Järvenpää and visitors to the area have. The baseline survey was open from 2 July to 31 August 2025.
- Tuusula Council’s vision workshop: On 21 August 2025, Tuusula Council met to discuss its views on developing a vision for the region and to create a shared vision for the steps to be taken in this development.
- Drafts as a basis for further work: Based on the initial data, the survey and the results of the council’s workshop on future aspirations, three draft development visions were drawn up, each with different priorities.

The Tuusula residents’ workshop was held on 8 October 2025 and the Järvenpää residents’ workshop on 9 October 2025. The Tuusula and Järvenpää councils convened for a joint council workshop on 6 November 2025.
- Preparation of an action plan and roadmap: An action plan will be prepared for the duration of the council term, and it will include an operating model that will enable continued cooperation between the parties involved. As part of the preparation of the action plan, a longer-term roadmap will also be drawn up to create a vision for the implementation of the objectives.
