Development vision for Lake Tuusula

1. Utilisation of previous material: Previous work, reports, plans, regional strategic guidelines and tourism objectives provide a clear framework for the work. A comprehensive overview of the current situation was produced from the extensive source material to serve as a basis for the vision work.
2. Vision survey for residents and visitors: The vision survey conducted in the summer of 2025 provided extensive information and insights into how the area is currently used and what kind of development ideas the residents of Tuusula and Järvenpää and visitors to the area have. The baseline survey was open from 2 July to 31 August 2025.
3. Tuusula Council’s vision workshop: On 21 August 2025, Tuusula Council met to discuss its views on developing a vision for the region and to create a shared vision for the steps to be taken in this development.
4. Drafts as a basis for further work: Based on the initial data, the survey and the results of the council’s workshop on future aspirations, three draft development visions were drawn up, each with different priorities.
5. Webinar on development visions for the Tuusulanjärvi area: Drafts of the development vision were presented in a webinar open to all on 18 September 2025. Watch the recording of the webinar(switch to another service) on the Tuusula municipality’s YouTube channel.
6. Draft development vision available for viewing and commenting: Draft visions (extensive material and summary) are available for viewing via the links in the draft visions with different emphases content bar. The drafts were open for comments from 18 to 30 September 2025 in the Tuusulanjärvi development vision survey.
7. Further development of the vision: The vision will be developed and measures for different time frames will be identified in workshops. The Tuusula residents’ workshop was held on 8 October 2025 and the Järvenpää residents’ workshop on 9 October 2025. The Tuusula and Järvenpää councils convened for a joint council workshop on 6 November 2025.
8. Preparation of an action plan and roadmap: An action plan will be prepared for the duration of the council term, and it will include an operating model that will enable continued cooperation between the parties involved. As part of the preparation of the action plan, a longer-term roadmap will also be drawn up to create a vision for the implementation of the objectives.
9. Survey on vision objectives and proposed measures: The survey, which was open from 19 to 27 January 2026, sought views on the vision objectives and ideas for developing the area in new ways.
10. Compiling the material: The material for the development vision will be compiled into a report, which will be published in early 2026.

The aim of the development work is to draw up a vision for the development of the area and an action programme to support the implementation of the vision. The key objective is to form a shared and up-to-date overall picture of the desired state of development in the area under review and the measures to promote it.

Our specific objectives are as follows:

• Updates and reminds us of the vision for the development of the area and the measures to promote it. The area under review is more extensive than before. In addition to Lake Tuusulanjärvi, it includes the river valley and Lake Rusutjärvi.
• Activate cooperation, coordination and dialogue between actors: The work is intended to serve as a tool for coordinating the work of municipal actors in particular, but also more broadly across the region, and as an umbrella for regional development work.
• Thematic focus of the vision is on green and leisure services, tourism and marketing, but other forms of land use are also taken into account where necessary.
• The end result will be a roadmap for the development of the area, in which measures are organised into short- and long-term actions, taking into account their estimated impacts.
