Parcelling and plot division plans
We carry out cadastral surveys, including parcelling, and make binding plot division plans in areas covered by detailed plans where binding plot division plan is required.

The price list for the cadastral surveys mentioned can be found in the price list for our service area.
The National Land Survey of Finland carries out parcelling and other cadastral surveys in the following areas:
- outside the detail plan area
- in areas covered by detailed plan where no binding plot division plan is required (areas of indicative plot division plan).
You can find more information about land survey measurements, such as boundary marking, on the Measurement Services page.
The areas marked in red on the attached map are areas of binding plot division plans and therefore the responsibility of the municipality in cadastral surveys. You can view the entire map by clicking on the square with an arrow in the upper left corner of the map.
Parcelling of plots and other cadastral surveys
Municipal officials parcel the plots in areas covered by detail plan with a binding plot division plan.
As a rule, the parcelling of a plot is initiated automatically when a title deed is granted for certain land. Otherwise, the owner of the land can apply for the parcelling of the plot separately in writing. It usually takes 1–2 months from the initiation of the procedure to the registration of the plot.
We can convert a property into a plot without a parcelling survey by changing the type of property or the property identifier, provided that certain conditions are met.
Please contact us so that we can discuss the necessary steps together before preparing the official application.
Plot division plans
The plot division plan must be binding when the central location of the area, the building efficiency of the block and the clarity of the property system so require.
A binding plot division plan is a detailed division plan for a building block presented in the detail plan. When we draw up a binding plot division or make a change to one, owners and other right holders of the plot division plan area and the properties adjacent to it have to be consulted. If the plot division plan needs to be made available for public display, the approval of the binding plot division plan usually takes at least two months from the date of initiation. If the parties concerned give their written approval, it usually takes at least one month.
Please contact us so that we can discuss the necessary steps together before preparing the official application.
With a cadastral survey application, you can apply for, for example, parcelling of a plot, boundary demarcation, easement registration or a decision by the real estate registrar, such as a change in the type of a property in an area covered by a detail plan where a binding plot division plan is required.
Parcelling outside the detail plan area and, in some cases, within the town plan area may require the consent of the municipality.
