Land acquisition

The municipality acquires so-called raw land from areas without a local master plan. The aim is to maintain a raw land reserve that corresponds to the ten-year planning needs of each area. The municipality acquires raw land primarily through voluntary transactions, but it can also acquire land through exchanges and by exercising its right of first refusal. In areas that are extremely important for development, the municipality can use land redemption based on a redemption permit.

In areas covered by local detailed plans, the municipality acquires ownership of public areas, such as streets, parks, protected green areas and parking areas, as well as plots of land intended for public buildings.

The right of first refusal refers to the municipality’s right to redeem a sold property at the purchase price agreed upon by the seller and buyer. The municipality
