Outreach youth work
Outreach youth work offers personal guidance and support to young adults aged 16–28 in Tuusula.

The primary target group for outreach youth work is young adults who are not in education, employment or training. Outreach youth work is based on the young person’s voluntary participation and cooperation with the young person.
We initiate outreach youth work primarily on the basis of information provided by the young person themselves and their own assessment of their need for support. Outreach youth work may also be initiated on the basis of information provided by the authorities.
Outreach youth work always operates with the consent of the young person, and meetings are free of charge, voluntary and confidential.

Disclosure of information to youth outreach workers

Disclosure of information to youth outreach workers
The disclosure of information for the purposes of outreach youth work requires the consent of the young person, unless otherwise provided in this Act or elsewhere.
Notwithstanding the provisions on confidentiality, the young person’s identification and contact details must be disclosed to their home municipality for the purposes of outreach youth work as follows:
1)
the education provider must disclose information about young people who are not subject to compulsory education and who discontinue their studies in vocational education, upper secondary education or preparatory education for qualification-based education;
2)
The Defence Forces and the Civil Service Centre must disclose information about young people who are exempted from military or civil service due to unfitness for service or who interrupt their service.

The education provider, the Defence Forces and the Civil Service Centre may refrain from disclosing the information referred to in subsection 2 concerning a young person if, based on the information available to them and taking into account the young person’s situation and need for support as a whole, they assess that the young person is not in need of the services and other support referred to in section 10. Authorities other than those referred to in this section and the Social Insurance Institution may also disclose information about young people if the authority or the Social Insurance Institution assesses, on the basis of information obtained in the course of its duties and taking into account the young person’s situation and need for support as a whole, that the young person needs immediate support in order to access services and other support.

If registered associations, foundations or other organisations offering leisure activities for young people assess that a young person is in need of outreach youth work, they may, with the express consent of the young person or the guardian of a minor, report the young person’s identificationand contact details to outreach youth work.
The provider of the information referred to in this section shall, in an appropriate manner, inform the young person and the guardian of a minor in advance that information concerning the young person may be disclosed for outreach youth work in the situations referred to in subsections 2 and 4.
