If your request conce s a public document, you do not need to justify your request or explain how you will use the information. Preparing a request for information

You can request documents by sending us an information request via digital services. You will find the links below. The request may require strong authentication using your bank credentials or mobile certificate.

Please specify your request as precisely as possible to facilitate the retrieval of information. For example, it is always advisable to provide the date or title of the document, if known.

A public document is, for example, a document conce ing a decision made by an institution.

A confidential document may be, for example, a document conce ing you or your dependant, such as a work certificate or a guardianship document. If you request an educational certificate, include the name of the school and your graduation year in your request. You can also request your student card.

If you are unable to use digital services, you can submit a free-form request for information to the registry by email or telephone. 

Disclosure of documents

Depending on the type of document, the municipality may provide the requested information in electronic or paper form, or the documents may be viewed on site. We may charge a fee for paper printouts.

Electronic disclosure of data means providing data by email or, in the case of documents containing personal data and confidential information, providing data to the Suomi.fi Messages service.

If we send the document to the Suomi.fi Messages service, you must activate the service before sending the information request to the municipality.

Charges for documents

A document refers to a transcript or a copy of a document. In this context, documents are also equated with information and data materials that are provided in print, via a technical connection, electronically or in a comparable manner. 

In accordance with Section 34(1) of the Act on the Openness of Gove ment Activities, no fee shall be charged for the disclosure of a document as a rule when 

  • information from the document is provided orally (excluding information requiring special measures) 
  • the document is made available for reading or copying at the authority's premises 
  • public documents stored electronically are sent to the person requesting the information by email 
  • The electronically stored document is sent to the party conce ed by email.

In the above-mentioned cases, however, we may charge for the costs incurred in retrieving the information and performing special measures on the material

We do not charge a fee for providing documents when the provision of the requested document falls within the scope of the authority’s obligation to provide advice, consultation or information. These documents or situations include, for example:

  • a protocol note informing the party conce ed of the decision 
  • a document which, by law, is submitted to an authority for the purpose of performing a prescribed supervisory task 
  • when implementing the right of elected officials, as stipulated in the Local Gove ment Act, to obtain information and documents that they deem necessary in the performance of their duties 
  • when exercising the right of access under the Data Protection Regulation (data conce ing oneself).

Processing time for information requests

We will respond to your request for information and provide the information as soon as possible, within two weeks (14 days) of receiving your request. If the processing and resolution of the matter require special measures or a greater than usual amount of work, we will provide the information or resolve the matter within one month (30 days) of your request.
