Making Rykmentinpuisto's school route safe, council initiative
Parents and elected officials have expressed their concerns to public officials about the safety of schoolchildren travelling from the north, for example from the Mattila area. The problem area is the intersection of Mahlamäentie, Kulloontie and Klaavolantie, which is the most direct route to school for children. According to the municipality’s estimate, it has provided pupils with a route approximately 200 metres longer, under Tuusulanväylä/Järvenpääntie, but parents have expressed their dissatisfaction with this solution. The municipality has offered pupils a route that is approximately 200 metres longer, according to the municipality’s estimate, under Tuusulanväylä/Järvenpääntie, but parents are concerned, especially as secondary school pupils primarily use the most direct route to school.
According to officials, Kulloontie is an ELY road, and the future of the junction area will likely be examined in or in connection with the Hökilä town plan.
As the Rykmentinpuisto school will begin operating in the autumn and the zoning process will not yet have resolved the safety issues surrounding the junction, we propose that the safety of the school route be improved with a temporary solution before the start of the autumn term in 2025, in cooperation between the municipality and ELY.
The municipality has previously addressed urgent school route safety issues, for example on Tuusulanjoentie, by constructing a temporary unpaved light traffic lane outside the existing/partially closed light traffic lane. We leave it to the municipal officials and the ELY Centre to jointly resolve the issue of a safe school route. However, in our view, the safety of school routes could be improved by the following measures, for example:
– A pedestrian crossing will be built on Kulloontie so that the Kulloontie light traffic lane is connected to the Rykmentinpuisto park area, which already has unpaved light traffic routes. An extension of the sandy road can be built from the park area to the pedestrian crossing on Kulloontie. From the park area, schoolchildren can continue their journey to Rykmentinpuisto School along light
traffic routes. – Improve the safety of the pedestrian crossing by adding a central island and flashing light poles to indicate when the crossing is safe to use. If time permits, traffic lights would be an even better solution to ensure safe crossing of the pedestrian crossing.
We propose that the municipality encourage ELY to implement immediate safety measures on Kulloontie, if necessary, by contributing to the costs of constructing a pedestrian crossing, and that the municipality should fulfil its obligations relating to its own property, for example by constructing the necessary temporary light traffic connections on its land. To enable this, the initiative must be prepared immediately. In addition, we propose that the municipality prioritise the implementation of a safe school route in the planning process and actively seek a long-term road safety solution.
