Tuusula uses service vouchers for private early childhood education. Service vouchers are one way of organising the municipality’s statutory early childhood education services. In this case, the guardian can obtain a service voucher for purchasing early childhood education services from private daycare centres and can choose the service provider, which must be approved by the municipality.

The service voucher rulebook serves as the basis for organising service voucher operations.

Information for guardians applying for service vouchers

The service voucher must be applied for four months before the desired start date of early childhood education or when an early childhood education agreement has been made with a private service provider. A service voucher must be applied for separately for each child, and its value is determined on the basis of the child’s age, family size, gross family income and the service needs/early childhood education time agreed in the service agreement between the family and the daycare centre. The sibling discount used in municipal early childhood education also applies to service vouchers. With a service voucher, the family cannot simultaneously receive private care support or home care support for the child’s care.

When granting service vouchers, the family’s income is taken into account according to the same principles as in municipal early childhood education, and income information is submitted to the municipality via the eDaisy service no later than the 15th day of the month in which the child starts. Income information may also be checked throughout the year if there are significant changes. The family’s early childhood education fee is invoiced by the private daycare centre. In a private service voucher daycare centre, the child’s early childhood education fee may be a maximum of €30 higher than the corresponding municipal fee. For more information on early childhood education customer fees and income limits, please visit the Early childhood education customer fees page. You can fill in

the service voucher application form on the Tuusula municipality’s eDaisy e-service.

In addition to applying for a service voucher, the family must sign an early childhood education agreement with the daycare centre and fill in the service voucher service agreement appendix (below) with the daycare centre, which can also be used to report any changes in service needs and terminate the service voucher. Further information on drawing up the service agreement and the appendix is available from the daycare centre manager.

Information for those applying to become a service voucher provider

Before applying to become a service voucher daycare centre, service providers must carefully familiarise themselves with the service voucher rulebook.
