Tuusula uses service vouchers for private early years care. The service voucher is one way of organising the municipality’s statutory early years care services. In this case, a parent or carer can receive a service voucher to purchase early years education services from private nurseries and can choose the service provider themselves, provided that the provider is approved by the local authority.

Information for carers on applying for a service voucher

Applications for service vouchers must be submitted four months before the desired start date for early years education, or once an early years education agreement has been concluded with a private service provider. A service voucher must be applied for separately for each child, and its value is determined on the basis of the child’s age, family size, the family’s gross income, and the service needs or early years education hours agreed in the service agreement between the family and the nursery. The sibling discount applied in municipal early years care also applies to service vouchers. When using a service voucher, a family cannot simultaneously receive private childcare allowance or home childcare allowance to organise the child’s care. 

When awarding a service voucher, the family’s income is taken into account in accordance with the same principles as for municipal early years education, and income details must be submitted to the local authority via the eDaisyservice by the 15th of the month in which the child starts at the latest. Income details may also be reviewed during the year if there are significant changes. The family’s early years education fee is invoiced by the private nursery. At a private nursery operating under the service voucher scheme, the child’s early years education fee may be up to 30 euros higher than the equivalent municipal fee.
