Surveying services

Building control surveys include marking the building’s location and elevation, as well as a location inspection to ensure that construction follows the approved building permit.

Location inspections and location markings for buildings can be ordered from the Paikkatieto unit. Contact information is provided at the end of this section.

Information required for ordering

To place an order, you will need the building permit number (e.g. 19-001-R), address or property identifier. When placing your order, please indicate if the building permit includes any changes to the original plans (RAM drawings).

Marking the building’s location and elevation

Once you have received the building permit and the stamped permit drawings related to it, you can request the marking of the building’s location and elevation. The purpose of the location marking is to ensure that construction follows the location specified in the building permit.

• The four corner points of the building are marked on the ground with wooden stakes with nails.
• Clear the construction site of trees, trunks, and other obstacles before the marking.
• The elevation is marked at two points near the construction site with elevation markers.
• The delivery time for the order is one week.

Building location inspection

A location inspection is carried out for completed buildings and geothermal wells to ensure compliance with the building permit. The inspection verifies that the location complies with the building permit.

• You can request the inspection once the building’s foundations and the corners of the plinth are completed and at the correct elevation.
• For a geothermal well, the center point of the well cover is measured. Location inspections have been performed since 2011.
  • The inspection can also be ordered for existing geothermal wells, so that their location can be entered into the municipality’s register.
• If you wish, you may be present during the inspection.
• The delivery time is one week.

After the inspection has been carried out, we register the information in the municipal building control and in Lupapiste, where you can view the details of the completed inspection. You can also request the inspection electronically using the order form.

Pricing and re-marking

The location marking and the location inspection are included in the building permit fee. If we need to carry out the marking again due to reasons caused by the builder, we will charge half of the fee specified in the building control price list for each additional marking.

In a boundary demarcation, the plan boundary is indicated, for the purpose of building a fence, by driving unofficial wooden posts and slats into the ground.

The boundary demarcation is used to indicate, for example, the corner points of a building plot defined in the local detailed plan by placing wooden stakes, slats, or both in the field as needed.

Boundary demarcations for local detailed plan boundaries

The municipality will carry out boundary markings within the indicative plot division area only for land‑use boundaries defined in the local detailed plan, if the formation of the building site does not comply with the plan. For example, we can mark the boundary between the street area and the AO‑designated residential area of the building site for the purpose of building a fence. The fee for the boundary marking is in accordance with the current service price list.

Boundary demarcations in binding plot division areas

Within areas covered by a binding plot division (see map at the end of the page), the municipality of Tuusula can carry out boundary demarcations for property boundaries under certain conditions. For more information, please contact the Paikkatieto unit. However, we recommend applying for an official boundary survey.

A boundary demarcation is not an official determination of a boundary, nor does it have legal effects in the same way as an official boundary survey. If you want to determine the official location of a property boundary, you must apply for a boundary survey. The cost of the boundary survey is charged according to the current service price list.

Boundary demarcations in indicative plot division areas

The municipality of Tuusula does not carry out boundary demarcations for property boundaries within areas covered by an indicative plot division or in sparsely populated areas. In these situations, you must apply for an official boundary survey from the cadastral authority, the National Land Survey of Finland.

The municipality of Tuusula carries out boundary surveys and the construction of boundary markers in the area covered by the binding plot division (map at the bottom of the page). We replace any boundary markers that have been lost during the boundary survey with new ones and check the boundaries of the property. Boundary demarcation and other property transactions outside the municipality’s registration area are handled by the National Land Survey of Finland. We charge for our services in accordance with the municipality’s price list.

Tuusula municipality registry area

The municipality of Tuusula only carries out boundary surveys and erects boundary markers in areas with binding plot divisions. This page contains a map of the areas where the municipality carries out boundary surveys and erects boundary markers.

The municipality of Tuusula does not carry out boundary demarcation or other property transactions in areas with indicative plot division or in sparsely populated areas. In these situations, boundary demarcation must be requested from the registrar, i.e. the National Land Survey of Finland.

Base map measurements are accurate measurements required as a basis for planning, which include essential information about the construction site, such as property boundaries, elevation data and surrounding structures.

You can order base map extracts from the technical customer service of the building control department, for example, for the purpose of planning a building permit.
