Programmes and plans

The municipality uses the housing policy programme to develop housing in Tuusula in a targeted manner. The programme is a tool for housing policy guidance and housing construction planning. The Tuusula Council approved the current programme on 14 November 2022.

The Tuusula Vitality Programme outlines the objectives and measures for developing Tuusula’s vitality for the period 2023–2030. The council approved the vitality programme on 11 December 2023.

The municipality of Tuusula has drawn up a comprehensive climate programme, and by following the measures outlined in it, we can help prevent the loss of nature and slow down climate change. The climate programme includes the municipality’s climate target, the main means of achieving the target, and a plan to reduce the direct and indirect emissions of the municipality of Tuusula. The council approved the climate programme on 11 December 2023.

The municipality aims to implement its strategy in a sustainable manner through its growth and economic management programme. The council approved the growth and economic management programme and its guidelines for 2025–2034 at its meeting on 9 December 2024.

The integration programme outlines the key objectives, resources and partners of the municipality’s work with immigrants. The council approved the integration programme on 6 March 2023.

Land policy refers to the municipality’s land acquisition and transfer as well as land use development. Through land policy, the municipality guides the development of the community structure and ensures that land is available at a reasonable price in suitable locations for various purposes. The municipality’s goal is to create a pleasant, sustainable and economically developing community structure. The council approved the land policy programme on 27 May 2024.

The education development plan establishes a common direction for the coming years and serves as a compass for long-term development. It helps to secure services in the field of education and culture. The City Council approved the development plan for the field of education and culture for 2022–2025 at its meeting on 23 May 2022.

The wellbeing plan and wellbeing report are part of the municipality’s strategic management. They are used to monitor, evaluate and report on the wellbeing of residents and the objectives and measures set to promote wellbeing. On 11 April 2022, the Tuusula Municipal Council approved the wellbeing plan for 2021–2025. The wellbeing report, which is prepared at the end of each council term, was approved by the council on 28 April 2025.

Municipalities have a statutory obligation to draw up a functional equality and non-discrimination plan. The purpose of the plan is to promote equality among residents, service users, staff and elected officials in municipal activities.

The plan examines how the municipality’s activities affect different groups of people and individuals, how equality is achieved, and what measures are taken in the municipality to achieve equality and non-discrimination. The Tuusula Municipal Council approved the plan on 9 December 2024.

According to laws on equality and non-discrimination, municipalities must promote these principles in their roles as public authorities, service providers, education providers and employers. The principles of a safer environment are a practical tool for creating a respectful and non-discriminatory atmosphere. Everyone has the right to feel safe and be treated with respect in municipal workplaces, institutions, services, events and occasions. By committing to these principles, everyone can contribute to creating an open and respectful atmosphere. The Tuusula Municipal Council approved the principles of a safer environment on 9 December 2024.
