Programmes and plans

Through its housing policy programme, the council is working in a targeted manner to develop housing in Tuusula. The programme serves as a tool for housing policy guidance and the planning of housing construction. The Tuusula Municipal Council approved the current programme on 14 November 2022.

The Digital Programme 2030 is a strategy-driven programme designed to support the comprehensive implementation of the municipal strategy. The programme recognises the importance of digitalisation in the implementation of the strategy and the development of the municipality’s operations. The Municipal Executive Board approved the Digital Programme at its meeting on 23 February 2026.

Tuusula’s Vitality Programme sets out the objectives and measures for developing Tuusula’s vitality for the period 2023–2030. The Council approved the Vitality Programme on 11 December 2023.

The municipality of Tuusula has drawn up a comprehensive climate programme; by implementing the measures set out in it, we can help to prevent the loss of natural habitats and slow down climate change. The climate programme includes the municipality’s climate target, the main means of achieving this target, and a plan to reduce Tuusula’s direct and indirect emissions. The council approved the climate programme on 11 December 2023.

The municipality aims to implement its strategy in a sustainable manner through its growth and economic management programme. The council approved the Growth and Economic Management Programme, including its guidelines for the years 2025–2034, at its meeting on 9 December 2024.

The Integration Programme sets out the key objectives, resources and partners involved in the municipality’s work with immigrants. The council approved the Integration Programme on 6 March 2023.

The Biodiversity Programme (known as the LUMO Programme for short) is a cross-cutting action programme designed to guide our activities in support of local biodiversity (the number of species, their genetic variation and the diversity of ecosystems), thereby safeguarding a sustainable and diverse environment.

Biodiversity supports the wellbeing of both people and nature in a wide range of ways. A diverse natural environment also acts as a factor in attracting people to the municipality and encouraging them to stay. It makes the municipality an attractive place to live, work and visit. The council approved the programme at its meeting on 30 March 2026. 

Land policy refers to the municipality’s acquisition and disposal of land, as well as the development of land use. Through its land policy, the municipality guides the development of the community structure and ensures that land is available at reasonable prices in suitable locations for various purposes. The municipality’s aim is to create a pleasant, sustainable and economically thriving community structure. The council approved the land policy programme on 27 May 2024.

The Wellbeing Plan and the Wellbeing Report form part of the municipality’s strategic management. They are used to monitor, assess and report on the state of residents’ wellbeing, as well as on the objectives and measures set to promote wellbeing. On 11 April 2022, the Tuusula Municipal Council approved the Wellbeing Plan for 2021–2025.  The Well-being Report, drawn up at the end of the council term, was approved by the council on 28 April 2025.

The plan for the organisation of services and the service network outlines the
service network programme and takes a broader look at the types of services we provide. We describe the current state of our services and
the key challenges for future change, based on changes in the operating environment, legislation or identified
needs for improvements in service quality. As part of the plan, we agree on which
of our services we will examine more broadly over the coming years. The City Council approved the update to the plan for the organisation of services and the service network on 14 November 2022.

The objectives and measures set out in the development plan for the cultural and educational sector implement the municipal strategy. The municipal strategy and the development plan guide the setting of annual targets and the development of the Culture sector during the period 2026–2029. The Municipal Executive Board approved the development plan for the Culture and Education sector for 2026–2029 at its meeting on 10 August 2026.

Local authorities have a statutory duty to draw up an operational plan for equality and non-discrimination. The purpose of the plan is to promote equality for residents, service users, staff and elected representatives in the municipality’s activities.

The plan examines how the municipality’s activities affect different groups of people and individuals, how equality is achieved, and what measures the municipality is taking to ensure equality and non-discrimination. Tuusula Municipal Council approved the plan on 9 December 2024.

Under the laws on equality and non-discrimination, a local authority must promote these principles in its capacity as a public authority, service provider, education provider and employer. The principles of a safer environment are a practical tool for creating a respectful and non-discriminatory atmosphere. Everyone has the right to feel safe and to be treated with respect in the municipality’s workplaces, bodies, services, functions and events. By committing to these principles, everyone can play their part in creating an open and respectful atmosphere. The Tuusula Municipal Council approved the principles for a safer environment on 9 December 2024.
