Guardianship services
Through our guardianship services, we aim to help individuals who are unable to manage their own financial affairs. Such individuals can receive support from a guardian who, together with them or on their behalf, manages their affairs and looks after their interests.

A guardian is needed when, for example, serious illness or old age has impaired a person’s abilities to such an extent that they are unable to look after their own interests and manage their affairs.
For Järvenpää, Kerava, Mäntsälä, Po ainen and Tuusula, public guardianship services are provided by the guardianship services unit, which operates as part of the Tuusula municipal organisation.
The advocacy services employ five general advocates, five advocacy secretaries and a chief general advocate.
The offices of the Interest Representation Service are located in Hyrylä at Autoasemankatu 1, 2nd floor, 04300 Tuusula. Letters should be sent to: Tuusula Municipality, Interest Representation Services, PO Box 60, 04301 Tuusula.
All guardians are available by telephone on Mondays, Tuesdays, Thursdays and Fridays from 9:00 to 11:00. Customer appointments are by appointment only.

The procedures and content of guardianship are regulated by the Guardianship Act.
The Legal Services Agency (OPV), which operates under the Ministry of Justice, is responsible for organising public guardianship services. It can either provide the services itself or, under certain conditions, purchase guardianship services from a service provider that meets the requirements laid down in law. The OPV purchases the necessary public guardian services from the municipality of Tuusula in its guardianship area, i.e. Järvenpää, Kerava, Mäntsälä, Po ainen and Tuusula.
The guardianship service will not accept new guardianship assignments after 31 March 2025. After this date, tasks should be directed to the Central Uusimaa Guardianship Office of the Legal Services Agency (OPV): keski-uusimaa.edunvalvonta@oikeus.fi, 029 565 2500.
The Digital and Population Data Services Agency acts as the supervisory authority.
Interest representation is transferred
Tuusula Guardianship Services will cease operations by 30 June 2026 at the latest. All guardianship services will be transferred to the Legal Services Agency in stages by 30 June 2026. We have sent our customers a letter informing them of the transfer.
Transfer and transfer recipient
After the transfer, the Central Uusimaa Guardianship Office will send a letter containing the contact details of the new guardian and guardianship secretary.
Impact of the transfer on the principal
No action is required for the transfer. Tuusula Guardianship Services will transfer all necessary information to the Central Uusimaa Guardianship Office to ensure the smooth continuation of guardianship services.
Financial benefits paid to guardians will henceforth be paid into a guardianship account transferred to the Central Uusimaa Guardianship Office. Any regular disposable income will be paid into a bank account as before.
The transfer of guardianship does not affect the services provided to the client by the city, municipality or welfare district.
Hearing
We reserve the opportunity for the customer to express their opinion on the transfer of guardianship. Opinions can be expressed in the following ways:
- by email to edunvalvonta.tuusula@tuusula.fi
- by telephone to your own guardian
- by post to Holhoustoimen edunvalvontapalvelut, PL 60, 04301 Tuusula.
The deadline for expressing an opinion is three (3) weeks from the date of the letter. Failure to express an opinion will not prevent the matter from being resolved and the transfer of guardianship.
