Organising leisure activities for children and young people for the 2025–2026 school year in Tuusula – call for operators open from 10 to 28 February 2025
Tuusula organises enjoyable and free hobby and club activities for primary school pupils. The municipality of Tuusula is looking for operators to organise hobby activities for the upcoming school year 2025–2026. The activities will take into account the wishes of children and young people. The search for operators will continue until the end of February 2025.
In Tuusula, pupils in grades 1–9 of comprehensive school are offered enjoyable and free leisure and club activities in two ways. Activities in Tuusula are based on the Finnish model of leisure activities supported by the Ministry of Education and Culture, i.e. the Tuusula model of leisure activities is implemented in accordance with the wishes of children and young people immediately after school, either before or after the school day. In addition, clubs supported by the National Board of Education are organised in Tuusula schools.
The municipality
of Tuusula is looking for operators to implement leisure activities for the 2025–2026 school year. Operators can register as providers in the Dynamic Procurement System throughout the year. Bids for the open call for tenders to organise club activities for the 2025–2026 school year must be submitted by 28 February 2025. Only operators who have been approved for the Dynamic Procurement System may submit bids.

Leisure activities can be organised by sports clubs, cultural organisations, youth organisations, companies and other communities that organise leisure activities. Instructors must have sufficient skills to organise high-quality open activities. Hobby instructors must be of legal age, professional in their field of expertise and experienced in working with children and young people.
“The Tuusula model focuses on bringing children and young people together, enjoying leisure activities and safety,” says Tiina Laine, coordinator of leisure and club activities in Tuusula schools, describing the activities.
Children and young people have diverse wishes regarding the content of their hobbies.
The Ministry of Education and Culture (OKM) has conducted a school survey asking pupils about their favourite hobbies. The results of the survey have just been made available to municipalities. In Tuusula, pupils in grades 3–9 responded to the survey during school hours, while pupils in grades 1–2 responded to the survey at home with their guardians. A total of 2,318 pupils in Tuusula responded to the survey.
Football and futsal were chosen as the most popular hobbies in many primary schools, while other preferences varied more widely between schools. The preferences included cooking clubs, parkour, other sports, and various crafts. In secondary schools, the gym was the most popular choice, followed closely by snowboarding and downhill skiing. On the other hand, secondary school pupils also want opportunities to try parkour, fashion design and film-making, says Laine. The municipality
of Tuusula is involved in UNICEF’s Child-Friendly Municipality model. One of Tuusula’s goals is to improve the accessibility of hobbies and leisure activities for children and young people by, among other things, increasing the opportunities for 12- to 15-year-olds in particular to participate in the planning and organisation of hobby and leisure activities. Listening to their wishes is an important part of planning hobby and club activities for the
coming school year.
The aim of the joint hobby network of the municipality of Tuusula and local actors is for every child and young person in Tuusula to find their own thing, whether it be sports, arts or other enjoyable leisure activities. Laine invites you to join as a hobby organiser for the 2025–2026 school year and offer children and young people enjoyable experiences through hobbies.
