§ 153 Approval of the amendment to the Lahelanoro local detailed plan (plan number 3650 Hyrylä)

§ 159 Loan guarantee Tuusulan kunnan kiinteistöt Oy Rental property Kalliolinna

- to grant a guarantee of up to €6,216,746.73 as security for a promissory note issued by Tuusulan kunnan kiinteistöt Oy, which the company will use to finance the construction of the Kalliolinna rental property;
- that the municipality is liable as guarantor for the loan, including the principal, interest, default interest and any expenses;
- that the Company shall pay the municipality an annual guarantee commission of 0.20% of the outstanding principal amount of the guaranteed loan;

§ 160 Election of the Central Uusimaa Environmental Committee for the term 2025–2029
The council decided
- elect 15 members and their personal deputies to the Central Uusimaa Environmental Board for its term of office;
- elect the chair of the Central Uusimaa Environmental Committee for the years 2025–2027 in accordance with the proposal of the municipality of Mäntsälä;
- to elect for the years 2025–2027 the Vice-Chair of the Central Uusimaa Environmental Committee, in accordance with the proposal of the Municipality of Nurmijärvi.
§ 161 By-election for a deputy member of the Technical Committee for the term 2025–2029
The council decided
- to declare Petra Temiseva's term of office terminated;
- to appoint a personal deputy for Liisa Palvas for the remainder of the term of office of the Technical Committee
- elect Elina Pärssinen as deputy member.
§ 162 By-election of trusted representatives for real estate transactions for the term 2025–2029
The council decided
- to note that Juha-Pekka Oksanen, who was elected as the trustee for real estate transactions at the council meeting on 18 August 2025, does not meet the eligibility requirements set for trustees and therefore cannot be elected as a trustee;
- elect one trusted man from the real estate sector to replace Oksanen for his term of office
- appoint Juha Salo to the position.
