§ 170 Approval of building regulations
Ilmari Sjöblom presented the joint amendments proposed by all groups. The council unanimously approved the amendments.

- amend the permit previously applied for by the council on 9 October 2023 135 of 9 October 2023 from the Regional State Administrative Agency for Southern Finland and its conditions for the organisation of municipal parking control so that the municipality of Tuusula is responsible for organising parking control in its area in accordance with the arrangements described in the explanatory section above
- that the aim is to launch municipal parking enforcement in full within one month of a possible positive decision by the Regional State Administrative Agency.
§ 175 Submission of responses to the findings presented in the audit committee’s assessment report

§ 176 Supplementary election to the board of the Central Uusimaa Music School for the term 2025−2029

- proposes that the Järvenpää City Council elect three (3) members to the Board of Directors of the Central Uusimaa Music School for its term of office, and a personal deputy for each of them
- appoint one of the candidates as chair of the board
- appoint the following persons to the task: Terhi Ahonen (chair), deputy member Matias Liinamaa; Keimo Joensuu, deputy member Heta Kyytinen; Samuli Surakka, deputy member Sara Lindberg
- review and approve the minutes regarding this matter immediately at the meeting.
§ 177 Approval of principles for handling council initiatives from 1 November 2025 onwards
Sari Nevalainen proposed an amendment to remove the sentence “initiatives that clearly contradict the municipal strategy, annual objectives or the mayor’s programme may be dealt with directly by the municipal executive committee on the basis of a proposal to the council”. The council unanimously approved the amendment.

- A returned initiative response must be resubmitted for consideration within three months of its return. An initiative response that has been tabled must be resubmitted for consideration within one month of its tabling.

§ 181 Response to the council initiative to increase the number of youth council representatives in the council to two
The council decided
- grants the second representative appointed by the Youth Council the right to attend and speak at Council meetings for the remainder of the term of office
- to consider the initiative made by Emil Jacobsson, representative of the Youth Council, at the Council meeting on 8 November 2021, § 160, to have been dealt with.
§ 182 Notifications / other matters
