The municipality decided to switch to the current service provider, Monetra Oulu Oy, in 2023, and the switch took place in April 2024. When the service agreement was signed, the municipality acquired a share in Monetra Oulu Oy.

The Finnish government is currently preparing an amendment to the Public Procurement Act. The amendment will restrict municipalities’ ability to purchase services from in-house companies in which they have a partial ownership stake if the municipality’s ownership stake is less than 10 per cent.

– We are now proactively preparing for changes in the regulations governing the ownership of in-house companies. Recent decisions by the Supreme Administrative Court and the Market Court show that actual control is key. The termination date for current services will be specified later. We aim to put the service provider out to tender so that our operations meet the requirements of the legislation and serve our needs, says CFO Kari Ora.

– Our goal is to find a partner that suits our needs – a service provider with an innovative approach to future financial and human resources management who is interested and capable of continuous development work together with us, explains Chief Executive Annaliisa Oksanen.

– Cost savings should primarily be sought in support services, as this means that the municipality does not have to touch basic services that are important to residents. The purpose of support services is to enable the municipal organisation to run as smoothly as possible, says Oksanen.

“Our goal is to publish a preliminary announcement and request for information regarding the acquisition to the market as soon as possible,” says CFO Kari Ora.
