The Tuusula Municipal Executive Board will consider the 2025 financial statements on Monday 23 March 2026, after which the matter will be referred to the Municipal Council for a decision. The figures cover the operations of the core municipality and the water utility. 

The municipality’s operating expenditure amounted to €161.4 million, external operating revenue to €42.2 million and production for own use to €0.1 million. The operating margin was -€119 million.  

Tax revenue lower than expected, central government grants higher 

Tax revenue amounted to €108.1 million, which is €0.7 million less than the revised budget. The municipality received central government grants of €32.1 million, which is €1.1 million more than the revised budget. The annual surplus was €18.2 million.   

The municipality has recorded a deficit of €5.1 million. A number of factors contributed to the emergence and scale of the deficit, the most significant being the shortfall in tax and land sale revenues compared to targets, as well as an increase in the loan portfolio.  

This is also underpinned by the municipality’s wide-ranging efforts to ensure continued growth and success. Last year, Tuusula’s investments totalled 61.7 million euros. 

At the end of 2025, the municipality’s outstanding debt stood at €309.5 million; this represented an increase of €60.8 million on the previous year. The municipality’s debt per capita was €7,278.  

Tuusula continues to focus on the keys to growth and success 

A wide range of residential building plots and ensuring favourable conditions for business will remain key priorities in Tuusula’s strategy. For example, there are currently over 100 building-ready residential plots available across the municipality. At present, the supply of plots for detached houses is concentrated in the northern parts of the municipality. 

Focus Business Park is an attractive location for businesses, situated close to the airport at one of Finland’s key logistics hubs. Transport links in the area are expected to improve further in the coming years, partly as planning for Ring Road IV progresses. The Focus area is being developed with a long-term perspective and in a responsible manner.  

These initiatives help to enhance Tuusula’s appeal and ensure that the municipality offers a solid foundation for both living and doing business.  

The service network reform progressed to the roll-out of two centres 

Tuusula Municipality’s significant investment in the modernisation of its service network took a major step forward when Rykmentinpuisto School and Nursery, along with the new building for Riihikallio School, were completed and opened in August 2025.  

Rykmentinpuisto School and Nursery was the first life-cycle project and the first comprehensive school to be awarded the highest possible five-star rating in Rakennustieto’s environmental classification. The service network is also complemented by the new Särmä municipal centre, which is due to open this autumn. Särmä will house a number of Tuusula municipality’s functions. 

As part of a major investment programme, several new educational and cultural facilities have been completed in the municipality in recent years, including the upper secondary school and the Monio cultural centre, as well as the complex comprising Tuusulanjärvi School, Tusby träsk Swedish School and Tuusulanjärvi Nursery.

Plans are currently underway for the next phase of the service network reform: Lahela School, the nursery and the youth centre. This property, which is being implemented as a life-cycle project, is expected to be completed in August 2029. Tuusula is renewing its service network in a controlled and planned manner in order to provide healthy and safe facilities for growth, learning and leisure activities.  

Tuusula is well placed to continue the success story of recent years; among Finnish municipalities and towns, Tuusula ranked seventh in the 2025 EVP Index review. In its size category, 25,000–50,000 inhabitants, Tuusula was ranked first.
