The Särmä Business and Service Centre is complete – services will open during the autumn
The Tuusula Town Hall is located in Särmä, which has been built in Hyrylä; the building will also house retail outlets and other services. Urban Partners, which was responsible for the development and construction of the project, has handed over the premises to Tuusula Municipality and to the commercial operators who will be based in the centre; these operators are responsible for the finishing works and commissioning of the premises. Jatke Toimitilat acted as the project contractor.
Construction of the retail and service centre, covering an area of approximately 35,000 square metres, began in 2024. Särmä comprises Tuusula Town Hall, the HOK-Elanto Prisma hypermarket, other retail premises, a two-storey underground car park and a service yard.

Over the coming weeks, final touches will be made to the business and service centre in preparation for the opening of the premises. The town hall’s services and other facilities at the centre will open their doors during the autumn. HOK-Elanto will provide separate information about the opening of Prisma.
– It’s great that, with the completion of Särmä, we can bring the town hall and its key services back within easy reach of local residents, right in the heart of Hyrylä. Prisma and its associated shops will boost the vitality of the municipality and significantly improve the range of everyday goods on offer here. I believe that, as a whole, Särmä can offer a new kind of vibrant meeting place for all residents of Tuusula. Urban Partners has been an excellent and knowledgeable partner throughout every stage of the project. My warmest thanks for that,’ says Janne Mellin, Mayor of Tuusula.
– Urban Partners’ aim has been to strengthen everyday services for the residents of Tuusula, whilst taking the principles of sustainable development into account. The completion of the construction work is an important milestone, but Särmä’s true significance will only become apparent once it is in use. We would like to thank Tuusula Municipality and HOK-Elanto for their excellent cooperation and for the opportunity to be part of this significant project. Next, the centre will begin to become an integral part of everyday life in Hyrylä and for the local community, says Joonas Lemström, Country Manager for Finland at Urban Partners.
Särmä brings new life to Hyrylä
The Särmä Business and Service Centre is a key part of the development of Hyrylä town centre. The centre brings key public services together in one place and improves access to both commercial and municipal services. The aim of Tuusula Municipality is to further revitalise the town centre.
The project is aiming for LEED Platinum certification, which is the highest possible environmental rating. The criteria for the certification take into account, for example, the site’s location, public transport links, land use and natural values. The certification also assesses, amongst other things, energy efficiency, green energy management and material efficiency, such as the use of recycled materials and waste management. The property is aiming for an A energy rating, and a solar power system has been installed on its roof.
Low-carbon concrete and concrete elements have been used in the construction of Särmä. No fossil fuels were used on site during the construction period, and the electricity and heat required were generated using renewable energy. Although the project does not fall within the carbon footprint limits that came into force in 2026, it falls below these limits by around 15 per cent.
Urban Partners (formerly Nrep) won the competition organised by Tuusula Municipality and HOK-Elanto to develop a service and retail centre in Hyrylä in 2021. The plan, approved by the municipal council in 2022, came into force in the summer of 2024, and construction began later that year.
