Municipal supplement for informal care, initiative

Ari Loponen and Janne Hermunen presented the following council initiative:

The Central Uusimaa Welfare Region has decided to focus its cost-cutting measures on the most vulnerable people, such as those with disabilities, people with memory disorders and their families. Support for family carers will be cut by €400,000 during the current year.

The aim of the Tuusula municipality’s strategy (2021–2025) and welfare plan (2021–2025) is to support the welfare of older people and develop services to support their functional capacity and activity and to prevent loneliness and exclusion.

We, the undersigned, propose that Tuusula begin paying a municipal allowance to family carers in Tuusula. Tuusula could enter into an agreement with Keusote whereby, in an ideal situation, Tuusula would only need to pay the municipal allowance to the welfare sector, which would then pay it to family carers as a salary supplement. If this arrangement is not possible, we will seek to implement the initiative in another way, for example as a grant or service voucher.

The municipal allowance should be paid to all carers in the same amount per carer in order to keep the system simple and clear. We propose that Tuusula pay an additional €100 per month. As a point of comparison, we can use the municipal supplement paid by the municipality of Tuusula for children under the age of 2, which is €150 per month.
