Permits for public areas

You need a connection statement for building projects as background information for water and sewerage plans. You can apply for a connection statement even before applying for a building permit. When applying for a building permit, you can attach the map of water supply connections that you received with your connection statement. The connection statement is free of charge.

Please note that if you have purchased a detached house plot from the municipality, you do not need to apply for a connection statement. You will automatically receive the material after the purchase at Lupapiste to attach to your building permit application.

You need a street permit when digging on a street or road area maintained by the municipality of Tuusula. Please attach map material to your application.

You need a placement agreement with the municipality if you want to place permanent structures in public areas (streets, parks). No fee is charged for the placement of cables, pipes and related equipment serving the community or property, as referred to in Section 161 of the Land Use and Building Act, provided that the activity does not cause harm or damage to the municipality or land use. The municipality also does not charge a usage fee for public areas for solutions that comply with the plan. This means that placement agreements are usually free of charge for the applicant. However, the map material required as an appendix to the agreements is subject to a fee. The application maps for placement agreements must be based on the municipality’s official base map and plan map.

You need a permit to use public areas when placing advertisements on the street. Permits for public areas are mainly subject to a fee.

Organising an event in public areas such as parks, market squares and streets always requires a permit.

Describe the nature of the event as accurately as possible in the permit application. The application should include at least the following information:

• Purpose of the event
• The exact location, duration and time of the event
• Does the event cause noise pollution or other disturbance to the environment?
• Will temporary structures, such as tents, be brought into the area for the duration of the event?
• Estimated number of participants

The event organiser is always responsible for all event arrangements and any damage that may occur.

Permit applications are submitted via the Lupapiste.fi service. Always submit permit applications in good time, preferably as soon as you know that you need a permit. However, apply for a permit no later than 21 days before the planned measures. Permits granted for events in public areas are mainly subject to a fee.

If you need to place structures outside your property, you must apply for a permit through Lupapiste (permit type “Other placement permit”). Placing structures on the street area is subject to a fee, unless it is a solution required by the plan. In other cases, we charge a fee for the permits in accordance with the rates approved by the municipal council.

Examples of structures located in street or park areas:

• Building foundations, frost insulation, footings, support piles or drainage pipes extend into the street area.
• The underground parts of the wall or fence structure extend onto the street area.
• The ramp of the plot extends to the park area.
• The drilling of the ground source heat pump extends to the street or park area.
• A passageway or underpass connecting the plots will be built in the street or park area.

The site plan included in the application must show

• area on which the structure is placed as raster and text
• width of a structure located in a street area/public area.

The sectional drawing must show

• structures placed underground and above ground
• width and height of structures.

Lifting and rescue points for properties must always be located on the property itself. However, if this is not possible and the points must be located outside the property, a separate agreement must be made with the municipality. Select “Other location permit” in the Lupapiste service.

The following information must be provided on the application form at the permit office:

• project description
• the applicant or equivalent entity does not need to be the owner of the property
• licence payer
• site plan showing where the work will be carried out
• a plan for traffic control during the work and the corresponding Tieturva 2 or Katutyökortti card.
