Investment agreement guidelines to be revised as of 1 June 2025
The placement agreement guidelines are instructions for the placement of cables, equipment and structures on streets and in public areas. The guidelines are updated as necessary. This time, we made significant changes to the guidelines.
The new investment agreement guidelines apply to all applications submitted after 1 June. Applications submitted before that date will be processed according to the old guidelines.
Changes to the guidelines:

Location dimensions
The locations of all structures to be installed must be indicated as accurately as possible. The following are examples of acceptable presentation methods.
- Location measurements: Mark with measuring lines at right angles to the property boundaries (right angle at the corner point, perpendicular distance from the property boundary and distance parallel to the same boundary from the boundary marker, the number of which must be visible). There must be at least two location measurements per structure and device at the corner points.
- Coordinates (ETRS-GK25): Suitable for presenting equipment and structures using coordinate points. In addition to coordinate points, requires distance measurements from property boundaries to the plan map. Not necessarily suitable for presenting pipe routes, depending on the case.
- Additional written explanation embedded in the map image: Indication of the distance of protective pipes, wires and cables from boundary markers, street boundaries, roadways or other clearly definable locations. Not suitable for showing the location of equipment and structures, as these must be shown with dimensional accuracy.
Quality control of applications
The locations of wires, cables and structures will be monitored more closely in future through quality control carried out by the municipality (X, Y and Z).
- Detailed measurements of the completed structures must be submitted in the future. The municipal measurement services will compare the material with the maps in the placement agreement.
- If the actual structures differ from the agreement documentation, consideration should be given to whether the structure should be transferred or a new agreement drawn up for it. The decision is made by municipal employees who draw up placement agreements.
- Quality control also affects street permit fees.
- In future, street numbers will not receive final approval until detailed measurements have been submitted and approved on behalf of the municipality.
- This must be taken into account when scheduling work sites.
Submitting operators’ network maps to the municipality
Under the new placement agreement, operators are required to submit their up-to-date network maps for the Tuusula municipality area to the municipality at least once a year. The up-to-date network map to be submitted annually must be submitted to the municipality by the end of February at the latest.
Network maps must be submitted as a single file in vector format (.dxf/.dwg or wfs interface) in the ETRS-GK25 coordinate system and N2000 height system. The operator is responsible for updating their network maps.
Map delivery methods:

- via interface (wfs interface) for location data: automatic updating of network map according to interface (recommended method)
When the network maps are delivered for the first time, the contact details of the person responsible for delivering the operator’s network map must be provided to the municipality’s geographic information unit. Distance of cables from public area boundaries
When designing structures (including pipes and cables) and equipment, the applicant must take into account their safety distances and the space required for excavations. When placing structures close to the boundaries of private areas, the associated safety zone (e.g. for electrical cables) and excavation must remain entirely within the street area. If the safety zone or excavation extends onto private land, the neighbour’s consent must be obtained.
