Applications for summer job vouchers begin on 23 February 2026.

The Tuusula Municipal Council decided on summer job vouchers at its meeting on 12 January 2026.

  • 150 summer job vouchers will be issued.

General information about summer job vouchers

The following general matters apply to summer job vouchers:

  • The voucher can be used by companies, associations or foundations operating in Finland. The employer cannot be a private individual or a unit belonging to the municipality of Tuusula.
  • We issue a limited number of summer job vouchers each year. Once all summer job vouchers have been reserved, subsequent applications will be placed in a queue. If any vouchers become available, we will issue them to those in the queue.
  • The summer employment period is from May to September. If there are not enough summer job applicants for the vouchers, they can also be applied for employment in October and November. We will provide more information if it becomes relevant.
  • One voucher is worth €200 per employee for an employment relationship lasting at least 30 hours. Two vouchers are worth €400 per employee for an employment relationship lasting at least 60 hours.
  • We can grant a maximum of two summer job vouchers to each young person.
  • A voucher reserved for a young person cannot be transferred to another employer. If your intended summer job changes, you can cancel the original voucher by notifying the employment services. You can then submit a new summer job voucher application. We process all applications in the order in which they are received.
  • The summer job voucher reserved for young people is personal and cannot be transferred to another summer worker employed by the company. 
  • One employer can use a maximum of six summer job vouchers (€1,200) when hiring summer workers. This means a maximum of three to six employees, depending on how many vouchers are allocated to each employee.
  • We will send an official decision regarding the reserved summer job voucher to both the young person and the employer.
  • We will pay the subsidy to the employer retrospectively by invoice. The invoice must be accompanied by a copy of the summer worker’s payslip or other document showing the wages paid and the hours worked or working time. Apply for payment between 1 August and 31 October 2026.
  • The summer job voucher is a de minimis aid, which the granting authority must report to the EU aid register from the beginning of 2026. Young person receiving a summer job voucher

A summer job voucher can be granted to young people who meet the following conditions:

  • The young person is from Tuusula.
  • They must be aged between 15 and 20 or tu 15 during the summer work year. Young people must be under 21 years of age during their employment.
  • The young person is not the owner of the company or another person in a position of responsibility, such as a managing director or member of the board of directors.
  • He is not participating in the Tuusula municipality summer job lottery.
  • He is not participating in the summer entrepreneur programme.

We will primarily issue vouchers to young people who have not received a voucher in 2024 and 2025. Applications from young people who have received vouchers in recent years will be placed in a queue, and if vouchers become available, we can reserve a voucher for them.

Summer job vouchers can also be applied for by young people from Ukraine who are receiving temporary protection and staying in Tuusula:

  • Young people aged 15–20 are identified by their personal identity number and municipality of residence. The personal identity number is marked on the residence permit card. Young people must send a photograph of their residence permit card as an attachment to their summer job voucher application.
  • Young people staying in private accommodation must provide the contact details and date of birth of their host so that we can verify the location of their accommodation.

Terms and conditions of employment

Terms and conditions of employment related to summer job vouchers:

  • To receive one voucher (€200), the young person must be paid a salary of at least €350 for a work period of at least 30 hours. To receive two banknotes (€400), the young person must be paid at least €700 for a work period of at least 60 hours.
  • However, the salary paid must be at least equal to the minimum level specified in the collective agreement applicable to the sector. Trainee or student salaries are also acceptable if specified in the collective agreement.
  • Commuting allowances, meal allowances and annual holiday allowances are not included in the salary. 
  • Remuneration may be either hourly or monthly.
  • Support cannot be paid for periods during which the young employee is subject to compulsory education (during the school year for pupils in grades 8–9).
  • Working hours must be scheduled in accordance with the applicable collective agreement or employment contract legislation. For persons under the age of 18, the law on young workers(switch to another service) must be observed.
  • Summer job vouchers are not granted for permanent employment relationships; the employment relationship must be fixed-term.
