On 1 January 2026, the building control department of the municipality of Tuusula switched to an information model-based building permit process. Building permits can be applied for via the municipal building control department’s online service (Lupapiste.fi) using a plan model or, alternatively, by submitting the information in machine-readable format.

If a permit is applied for on the basis of a data model, the file format used for the data model submitted with the permit application must be Industry Foundation Classes (IFC) version 4.3.2.0 or later. If the permit is applied for on the basis of IFC, the IFC model must be produced with standardised data content. The building model must contain core data and must meet the requirements of Annexes 1, 2 and 3 to the Decree of the Ministry of the Environment (1340/2025). The design model must be at the main drawing level. There are two different definitions of the main drawing level, depending on the nature of the project: new construction or renovation.

In both cases, the main drawings must be attached to the permit application in PDF format, even if the permit is being applied for using a model plan.

There is no obligation to submit special plans as IFC data models, even if the building plan has been submitted as an IFC data model in accordance with the regulation.
