House construction site and one builder

Permit granted what next?

Cooperation and actions with building control after the permit has been granted, i.e. ten steps to the final inspection:

1. The licence has been granted.

The permit decision shall be announced and the document to be announced shall be attached to the project.

2. Appointment of a responsible supervisor

The construction project should have at least one professional who is independent of the contractors or operators and who looks after the interests of the builder.

The project initiator, i.e. the builder, appoints a foreman responsible for the project. This person registers themselves as the foreman responsible for the project. The foreman must have a certificate of competence issued by an operator authorised by the Ministry of the Environment in accordance with the requirements of the task. This involves a transition period, which is valid until 31 December 2026, by which time the foreman must present the relevant certificate, if they do not have it at the time of notification.

The building control authority checks eligibility based on the demands of the task. Invitations and notifications are sent via Lupapiste, the electronic service channel used by the municipality. The same procedure is followed for other supervisors before the start of each work phase.

3. Review of licence conditions

The applicant must review the permit decision with the relevant supervisor, chief designer and designers of specialised fields to ensure that the permit decision and permit conditions are clear to everyone and taken into account.

4. Marking buildings on the terrain

The applicant’s representative, for example the site manager, orders the marking of buildings on the terrain/location survey and the location survey of structures and energy wells from the municipal location data:

  • Surveyor Ari Pennanen, +358 40 314 3535.

5. Kick-off meeting

The party undertaking the construction project must ensure that a kick-off meeting is held before construction work begins. The kick-off meeting must be attended by at least a representative of the building control authority, the party undertaking the construction project or their representative, the project’s chief designer and the responsible site manager. HVAC technical matters relating to small construction projects are dealt with at the same meeting. For larger projects (> 500 m2), a separate HVAC kick-off meeting shall be held.

Before the kick-off meeting is held, the conditions specified in the licence terms must be verified as fulfilled and the necessary documents submitted to the Licence Centre.

You can request a kick-off meeting from the area supervisor or inspection engineer:

  • Inspector Timo Pekkala, +358 40 314 3594
  • Inspector Iisakki Vanhatalo, +358 40 314 3593
  • HVAC inspector Jukka-Pekka Nissinen, +358 40 314 3598.

Major construction projects:

  • Inspection Engineer Jari Hämäläinen, +358 40 314 3590.

6. Commencement of construction work

The building permit must be legally valid and the start notification must have been submitted or the start meeting held. Construction work is considered to have started as follows

New construction:

  • once the foundation casting work or installation of foundation components has commenced.

 Repair and alteration work:

  • when the demolition or construction of structures or building components has commenced.

7. Structural and HVAC plans

In the permit decision, we have specified measures for the submission or presentation of plans.

8. Construction and conducting inspections and checks

During construction, the persons responsible as recorded at the kick-off meeting shall carry out the agreed inspections and checks and record them in the construction inspection document.

As construction work progresses, the site manager orders the building control inspections or site visits specified in the decision and agreed upon at the kick-off meeting or otherwise.

You can also order a location survey directly using the form. The form will be updated on this page shortly.

The responsible supervisor must be present during inspections.

The building control authority may also carry out additional inspections of the site, either by prior arrangement or without prior notice. The building control authority is responsible for carrying out random inspections to ensure that the responsible parties are fulfilling their obligations. The authority must intervene in any negligence it observes in this regard.

Minutes shall be taken of all inspections.

9. Approval of the building for use

Before a building can be put into use, an official partial final inspection must be ordered from the authorities:

  • Inspector Timo Pekkala, +358 40 314 3594
  • Inspector Iisakki Vanhatalo, +358 40 314 3593
  • HVAC inspector Jukka-Pekka Nissinen, +358 40 314 3598.

Major construction projects:

  • Inspection Engineer Jari Hämäläinen, +358 40 314 3590.

The building must meet safety and health requirements.

The readiness of the building and yard must be agreed with the building control authority as early as possible, preferably at the kick-off meeting.

10. Final inspection

Order a final inspection once all the construction work specified in the permit has been completed.

  • Inspector Timo Pekkala, +358 40 314 3594
  • Inspector Iisakki Vanhatalo, +358 40 314 3593

Major construction projects:

  • Inspection Engineer Jari Hämäläinen, +358 40 314 3590.

HVAC inspections mentioned in the permit decision:

  • HVAC inspector Jukka-Pekka Nissinen 040 314 3598.

The responsible supervisor must be present at the agreed inspections.

The responsible supervisor shall ensure that the inspection document is kept up to date throughout the project. The inspection document must be available for building control inspections and shall be submitted to building control in connection with the final inspection.

Responsible supervisors

The qualification requirements for a site manager depend on the complexity of the project. If you are applying for the first time as a site manager for construction work in Tuusula, please submit proof of your qualifications and a statement of your work experience.

Specialist designers (ventilation, water systems, structural, foundation, electrical, heating systems designers and others)

Check that the chief designer has notified the building control authority of the special designers. If there are several special designers in the same field in a construction project, one of them must be appointed as the special designer responsible for the whole project. The responsible special designer must be one of the special designers for the project. The notified designer must be a natural person who has agreed to the task. Submit the notification in writing and include the necessary information to prove the designer’s qualifications.

Special procedures for more demanding projects

In demanding, particularly demanding or exceptionally demanding projects, the building control authority may require a special procedure in accordance with Section 116 of the Building Act. In such cases, there is a particular risk that the requirements for structural safety, fire safety, health or building physics will not be met or that cultural and historical values will be lost.
