Operating grants
We award various operating grants to associations, communities and other actors every year. The purpose of the grants is to promote the well-being, participation and community spirit of residents, as well as to increase the attractiveness and vitality of Tuusula.

Application period: 1–31 January
Application method: Online application, strong authentication
Who can apply: Associations, communities and other actors
Local civic associations, communities and individuals can apply for operating grants from the municipality. The activities receiving grants must emphasise public benefit and transparency. The activities must comply with the content and spirit of the law and be in line with the Tuusula municipality’s strategy, common practices, ethical guidelines and equality and non-discrimination plan.
Eligibility
As a rule, we grant operating subsidies to applicants whose registered office and operations are located in Tuusula, or to activities that are targeted at residents of Tuusula. Applicants must be legal entities (business ID) or adults (strong identification). Unregistered organisations, such as working groups, are treated as private individuals.
Applying for grants
Submit your operating grant application to the electronic system during the application period from 1 to 31 January. We will not process late applications. You can supplement the attachments to your application after the application period has ended.
Granting of subsidies
We grant operating subsidies on a yearly basis. The municipality may only grant one subsidy for the same purpose. Premises subsidies are an exception to this rule.
We always use our discretion when awarding grants. We take into account the purpose, scope, quality and overall impact of the activity to be supported. When assessing the impact of an activity, we may use more specific criteria or a scoring system.
The grant must be used for the purpose for which it was awarded. The recipient of the grant must immediately inform the municipality if there is a change in the recipient’s ability to carry out the activity for which the grant was awarded, either in part or in full.
Various operating grants
The general principles of grant activities apply to all grants awarded by the municipality. Please familiarise yourself with the grant principles before submitting your application.
The committees that award operating grants decide on the grant principles and criteria that apply to their own areas of responsibility.

Activity grant for hobby expenses
Application period: 1–31 January
Application method: Online application (strong authentication)
Decision-maker: Culture and Leisure Committee
Who can apply: Associations, registered organisations
Those involved in organising leisure activities must take various measures to ensure that fees do not become a barrier to participation. This must be resolved through cooperation. The responsibility lies with everyone involved, not just local authorities or clubs, but everyone. The aim should be to enable children to enjoy a wide range of activities at an affordable price, and to ensure that young people have access to a wide range of activities that they enjoy. For as many people as possible and for as long as possible.
The general economic situation affects associations, and rising costs indirectly impact many of the fixed costs of club activities that are not directly related to the activities organised. For example, the costs of facilities vary greatly between different types of activities.
The municipality of Tuusula supports associations and other organisers of leisure activities with a grant aimed at reducing the leisure activity fees of children and young people in Tuusula on financial, social and health grounds. The grant requires reciprocity from the applicant association. The grant awarded may not be used as additional funding for activities that increase costs; instead, the association may implement cost-reducing measures in its activities.
The total costs of participating in leisure activities consist of many different types of costs. The costs can vary greatly depending on the activity. Club activities and leisure activities involve mandatory and fixed fees, coaching and competition costs, and equipment and gear expenses. Associations cannot influence all costs, so everyone has a role to play.
The costs of participating in leisure activities may also include travel expenses, recreational activity costs and many other expenses. Reducing costs is a joint task for all parties involved in the activities.
Eligibility criteria:
- The applicant shall present the scope of the plan, its effects and the reasons for how and to how many people it will allocate the hobby subsidy,
- Example: A child participating in the activity pays a monthly fee of X € to the association/education provider. The monthly fee(s) will be waived/halved for X months.
- The applicant shall present a plan on how it can contribute to reducing hobby fees and expenses and what kind of savings are targeted.
- Example: Secondary and cost-increasing items and measures are eliminated/reduced from the action plan. These may include competition trips and secondary training trips and camps, equipment purchases, facility costs, non-essential trips abroad or other similar items.
