First, you must submit an application either in writing or electronically to the municipality. The municipality will process the application within approximately two weeks of receiving it. After this, the local council will make an official decision on the transfer of the plot. The reservation fee must be paid within approximately 14 days of the official decision. The purchase price or annual rent must be paid before the transfer agreement is signed. The transfer agreement is signed electronically or on paper. After the agreement has been signed, the municipality will forward the information to the technical service point, which will open a building permit application for the project.

Application procedure for fixed-price plots

You can apply for fixed-price plots using either a paper application form or online.

You can submit a paper application in a sealed envelope to the TuusInfo customer service office in Hyrylä. Mark the envelope ‘Omakotitonttihakemus’ (application for a detached house plot). TuusInfo’s postal address is: Tuusulan kunta/TuusInfo PL 60, 04301, and its visiting address is Autoasemankatu 2, 04300 Tuusula.

As a rule, we allocate detached house plots for the purpose of building your own home. If several applicants apply for the same plot, we will allocate it to the applicant who submitted the purchase application. We will notify you of the search results at the email address provided in the application. Please also check your spam folder in case the email has been directed there.

The land use manager or municipal development director will make decisions on the sale or lease of detached house plots. We will send the decision by email to each recipient of a detached house plot.

We do not process incomplete applications.

Municipal engineering readiness of detached house plots

We have noted the availability of municipal engineering separately in the presentation information for each area/plot. The availability of municipal engineering refers to water and sewer pipes and drivable roads.

Plots are priced by the municipal council.

The fixed price for detached house plots is €225 per square metre in Northe Tuusula and €425 per square metre in Southe Tuusula, excluding the Tuusulanjärvi lakeside area, where the price is €600 per square metre. Detached house plots are also available for rent. The rent is 5% of the sale price. We primarily sell plots.

Reservation fee

A reservation fee of €1,000 must be paid to the municipality for each reserved plot within approximately two weeks of the transfer decision being made. If the reservation fee has not been paid by the due date, the decision will lapse and the municipality will have the right to transfer the plot to another applicant.

We will refund the reservation fee to the recipient of the plot upon signing the final transfer agreement. If the recipient cancels the reservation, we will not refund the reservation fee.

You can buy or rent a plot of land for a detached house.

The deed of sale or lease agreement must be drawn up within the time limit set by the municipality after the decision to transfer the plot has become legally valid, unless otherwise agreed for a specific reason. If the execution of the deed of sale or lease agreement is delayed without an approved reason, the decision shall lapse and the municipality shall have the right to transfer the plot to another applicant. We will not refund the reservation fee due to the expiry of the transfer decision. We will agree separately

on the signing of the transfer document. The rights and

obligations of the plot recipient will be agreed upon definitively when the transfer document is drawn up. 

Purchasing a plot of land for a detached house

The buyer must pay the purchase price against an invoice to the municipality’s account before signing the deed of sale.

The buyer must apply for registration of title (entry of ownership) for the plot within six months of the date of the transaction. Registration of title is applied for at the National Land Survey of Finland. Instructions for applying for registration of title can be found on the National Land Survey of Finland website.

We can also conduct the transaction electronically via the National Land Survey of Finland’s property exchange service, in which case the registration of title will be initiated automatically. Please refer to the National Land Survey of Finland’s website for information on service fees.

The buyer pays a transfer tax of 3% of the purchase price.

Renting detached house plots

The lease term is 50 years. The

annual rent is 5% of the purchase price of the plot. The rent is tied to the cost of living index (in 1951, 100) in such a way that the rent specified in the lease agreement is the base rent and the base index figure is the average index figure for the calendar year preceding the signing of the agreement.

Upon signing, we will collect the rent for the year in which the agreement is made, from the start of the rental period until the end of the year. Subsequent rents must be paid annually by the end of June. If the rental agreement is cancelled for reasons attributable to the tenant, we will not refund the rent paid. In other respects, we comply with the provisions of the Land Lease Act.

The tenant has the right to redeem the leased plot at a price confirmed by the municipal council within three (3) years from the date of signing the lease agreement, provided that the building obligation for the plot has been fulfilled. If the plot is purchased at a later date, the price will be determined separately. We also charge municipal engineering fees and property formation fees for leased plots.

If we draw up a traditional paper version of the lease agreement, the municipality will apply to the National Land Survey of Finland, at the tenant’s expense, for the registration of the leasehold right and a mortgage deed secured by the municipality as security for the rent, which is five times the annual rent. For this service, the local council charges the tenant €250 + VAT in accordance with its price list when the lease agreement is signed. If we sign the lease agreement electronically through the property exchange service, the tenant will apply for the required registrations themselves and at their own expense. Delivery costs and other costs

Before signing the deed of sale or lease agreement, the municipality will charge the recipient of the plot €1,100 in property formation costs in accordance with the service price list.

If we sign the deed of transfer in the traditional paper format, the local authority will charge a transaction confirmation fee of €143.

If we sign the deed of transfer electronically using the property exchange service, the service acts as a transaction confirmation agent and the fee is included in the service fee. Please review the service fees on the National Land Survey of Finland website.

Construction obligation

The construction of the plot must be completed within three (3) years of the signing of the deed of sale or lease agreement to such an extent that the building control authority can carry out the acceptable commissioning inspection required by the permit decision. The municipality may extend the deadline upon written application and for compelling reasons.

The construction obligation is considered to have been fulfilled when at least 70% of the building rights permitted in the plan have been built. In the Peltokaaren area, the obligation is exceptionally 60%.    

Contractual penalty and damages

For breach of the construction obligation, we will charge a contractual penalty for the period of delay, which for plots for sale is 20% of the sale price of the property for each 12-month period beginning after the expiry of the deadline until the construction obligation has been fulfilled, However, the maximum period shall be five (5) years, and for leased plots, four times the full annual rent after the deadline has expired and for each subsequent 12-month period until the construction obligation has been fulfilled, but for a maximum of four years.

When leasing a plot, the lessee must transfer to the municipality a mortgage on the leasehold and the buildings located on the leased area in the amount of five times the annual rent as security for the fulfilment of the obligations under the lease agreement.

An undeveloped plot may not be transferred to another party. If the plot is transferred before the building obligation has been fulfilled without the municipality’s consent, the transferee undertakes to pay the municipality compensation, the amount of which is equal to the sale price for plots for sale and 20 times the full annual rent for leased plots.    

Construction guidelines

Some areas have separate building guidelines that must be followed in planning and construction. The building guidelines can be found on the individual area pages for each detached house area, and if necessary, you can obtain them from the municipal land use department. Some of the building regulations can be found in connection with the local detailed plan regulations.

Building permits and building permit fees

Building permit matters are handled by the building control department. Please also familiarise yourself with the building control permit fees.

Once ownership and/or control of the plot has been transferred to the recipient, the municipality will open a permit application for the construction project in the Lupapiste service, where the building permit will be processed in its entirety.

Water supply charges

During the construction phase, we will charge the recipient of the plot connection and construction fees for connecting to the water supply, sewage system and storm water drainage system in accordance with the applicable tariffs, regulations and decisions made on the basis thereof.

Electricity and telecommunications connections

The connection fees for local electricity and telecommunications companies are determined in connection with the connection agreements made with the companies.

In Jokela, northe Tuusula, the electricity distribution companies are Nurmijärven Sähkö and Caruna Oy, depending on the area, and the telecommunications company is Telia. In

southe Tuusula, the electricity distribution company is Caruna Oy and the telecommunications company is Elisa Oyj.

Soil information

The municipality of Tuusula has carried out general soil drilling on some of the plots or in their vicinity for zoning and municipal engineering construction purposes. The municipality will provide this drilling data and any area-specific foundation statements to the plot recipients free of charge. The drilling data can be found on the individual area pages for the detached house area.

The municipality urges plot recipients to familiarise themselves with the reports and any statements issued on them. When applying for a building permit, the plot recipient must submit a more detailed soil survey and foundation method survey for the building site. The plot recipient must note that the responsibility for the foundation method lies with the plot recipient/builder and not with the plot transferor.
