Please note that the local authority has provided access and water supply to the easement areas in blocks 7055 and 7060. The local authority will charge the costs to the future tenant or purchaser of the property upon transfer of the plot, in accordance with the terms of the easement agreements. Booking fee
A reservation fee of €1,000 must be paid to the municipality for the reserved plot, against an invoice, within approximately two weeks of the decision to allocate the plot being made. If the reservation fee has not been paid by the due date, the decision shall lapse and the municipality shall be entitled to allocate the plot to another applicant. The reservation fee shall be credited to the recipient of the plot upon signing the final agreement. If the recipient of the reservation cancels the reservation, the reservation fee shall not be refunded.
Deed of Sale/Tenancy Agreement
The deed of sale or tenancy agreement must be signed within approximately three months of the decision to sell being made. If the signing of the deed of sale is delayed without a valid reason, the municipality has the right to revoke the decision and allocate the plot to another applicant.
The date on which the deed of sale or tenancy agreement is to be signed shall be agreed separately.

The purchase price shall be paid by bank transfer to the municipality’s account prior to the signing of the deed of sale.

The buyer pays a transfer tax of 3% of the purchase price.
Renting a plot of land for a detached house
The lease term is 50 years.
The annual rent is 5% of the purchase price, linked to the cost-of-living index figure known on the date the lease is signed.
The first instalment of rent for the plot shall be charged as follows: upon signing the agreement, the rent for the portion of the year in which the agreement is concluded, from the start of the tenancy period until the end of that year, and the full rent for the following year shall be charged. Subsequent rent payments shall be made annually by the end of June. If the lease agreement is terminated for reasons attributable to the tenant, the rent paid will not be refunded. In all other respects, the provisions of the Land Lease Act shall apply.
The tenant of the plot has the right to purchase the building site at the purchase price within three (3) years of the date of signing the lease agreement, provided that the rent has been paid and the obligation to build has been fulfilled. After this period, the purchase price shall be determined in accordance with the pricing decision approved by the council in force at the time. Municipal engineering charges and the property formation fee shall also be levied on leased plots.
The municipality will apply to the National Land Survey of Finland, in the tenant’s name and at the tenant’s expense, for the registration of the tenancy right and for a mortgage deed secured against the municipality as security for the rent, the value of which is five times the annual rent. The municipality will charge the tenant €250 plus 25.5% VAT for this service upon signing the tenancy agreement.

Before the deed of sale is signed, the local authority charges the purchaser of the plot €1,100 in property registration fees and €143 in notary fees.
Some of the plots are subject to an easement or right, for which a separate easement agreement has been drawn up. The easement agreement sets out the allocation of costs relating to the establishment and maintenance of the easement. These costs are not included in the purchase price. The costs will be invoiced at the time of the sale or the signing of the lease agreement.

A contractual penalty shall be charged for the period of delay in fulfilling the building obligation; for plots offered for sale, this penalty amounts to 20% of the purchase price of the property for each 12-month period commencing after the expiry of the deadline, until the building obligation has been fulfilled, but for a maximum of five (5) years; and for leased plots, a penalty equal to four times the full annual rent shall be charged after the expiry of the deadline and for each subsequent 12-month period until the building obligation has been fulfilled, but for a maximum of four years.
When leasing a plot of land, the lessee must provide the municipality with a first-ranking mortgage equal to five times the annual rent, securing the leasehold and the buildings situated on the leased land, as security for the fulfilment of the obligations under the lease agreement.
An undeveloped plot may not be transferred to a third party. If a plot is transferred before the building obligation has been fulfilled without the municipality’s consent, the transferee undertakes to pay compensation to the municipality, the amount of which is equal to the purchase price for plots sold and, for leased plots, 20 times the full annual rent.
