At its meeting on 30 September 2025, the regional government of the Central Uusimaa welfare area (Keusote) approved YIT Rakennus Oy as the contractor for the Hyrylä social and health centre and parking facility. The Tuusula municipal board made a similar decision at its meeting on 29 September 2025. The Hyrylä social and health centre is a joint procurement project between Keusote and the municipality of Tuusula. 

Keusote and the municipality of Tuusula will sign a contract with YIT Rakennus Oy for the development of the project and, as an option, for the implementation of the contract. The development phase includes the planning of the project, including scheduling and costs. 

In December 2024, Keusote and the municipality of Tuusula launched a competitive tendering process and requested bids for the implementation of the project on behalf of real estate companies to be established at a later date. The competitive tendering process was conducted through a competitive negotiation procedure, and seven candidates submitted applications to participate. Three of the candidates – Hartela Etelä-Suomi Oy, NCC Suomi Oy and YIT Rakennus Oy – were selected for the negotiation procedure. After the negotiation phase, the same three candidates submitted their final bids. 

Services for residents across the entire welfare area from the social and health centre 

The Sote Centre will provide premises for Keusote, the municipality of Tuusula and HUS Diagnostics, as well as for private operators. Once completed, the centre will serve all residents in the welfare area.  

The construction of the Sote Centre is linked to the development of the welfare services network in a changing world: by developing the services network, it will be possible to continue to ensure customer-oriented, high-quality, effective, accessible and cost-effective welfare services in Central Uusimaa.  

A wellness district is coming to Tuusula 

The social and health centre will be built in Tuusula as part of a larger wellness district currently under development, improving services in the Hyrylä area. The municipality is preparing community facilities, rentable commercial premises and a car park in connection with the social and health centre.  

Keusote and the municipality of Tuusula are establishing a mutual real estate company to manage the Sote Centre property and organise parking. The matter will now be referred to the parties’ supervisory bodies for consideration. 

Keusote and the municipality of Tuusula aim to have the social and health services centre built in spring 2026. Operations in the new premises will begin in autumn 2028.
