– The strategy identifies Tuusula’s current situation and articulates where we want to be at the end of the 2026–2029 strategy period. The municipality has been preparing the new strategy since autumn 2024. The final outcome has been influenced by elected representatives from the previous and current council terms, as well as municipal staff, residents and stakeholders. The municipality conducted extensive background research and gathered information for the strategy. 

“The strategy is strongly based on listening to residents and their views on what makes Tuusula a good place to live now and in the future,” says Pentinmikko. 

The three cornerstones of the strategy 

Tuusula’s municipal strategy for 2026–2029 is based on three cornerstones. These are education, vitality and, thirdly, quality of life and community spirit. 

Tuusula is known as a responsible pioneer in vitality and culture. The high quality of life in the municipality is based on a pleasant, communal and safe living environment, high-quality services, diverse local nature and bold development that listens to the voices of residents. The goal for the strategy period is to preserve Tuusula’s modern, village-like and nature-oriented identity even amid growth and development. 

Municipal values 

During the preparation of the strategy, the municipality of Tuusula also received values. 

– Our values are big-heartedness, teamwork and responsible courage. They describe trust and openness, community spirit and working together, as well as responsibility and the ability to change. These values were developed in collaboration with our staff and elected officials, and they also reflect the cultural heritage of Tuusula. Our values accurately describe the kind of leadership and work we believe in here in Tuusula, says Chief Executive Annaliisa Oksanen. 

From strategy to action 

To implement the strategy, the municipality sets annual targets and indicators. The annual targets for 2026 were approved as part of the budget on 10 November 2025. The strategic indicators will be discussed by the council in December 2025.  

“To ensure that the strategy sticks in the minds of staff and elected officials, we will also be developing it visually during the latter part of 2025,” says Development Manager Pentinmikko.
