On 11 May 2026, Tuusula Municipal Council decided to introduce a stormwater charge. The municipality of Tuusula will begin levying a stormwater charge on properties located within the area covered by the local plan, in order to cover the costs incurred from stormwater management.

Stormwater consists of rainwater and meltwater that flows over the ground and along the roofs and other surfaces of buildings. The local authority has constructed structures and installations designed to manage stormwater within the zoned area.

The amount of the charge depends on the property’s intended use and floor area

The stormwater charge consists of a basic charge (€30 per year) and a property-specific component, which is determined by the property’s intended use and floor area, as well as the average amount of impervious surface area typical for that type of property. Under certain conditions, a reduction or exemption from the charge may be granted.

Ranges of stormwater charges by property type:

The stormwater charge is invoiced in the autumn

The stormwater charge will be levied for the first time in autumn 2026 and thereafter once a year during the autumn. Billing is based on the status of the property’s use, ownership or tenure as at 1 June.

The local authority issues the stormwater charge to the owner or occupier of the property.

Changes to stormwater management

In addition to the stormwater charge, the council passed a resolution in March 2026 regarding stormwater responsibilities within the municipality. Whereas previously the municipality was responsible for ditches and culverts and the water utility for stormwater sewers, from 1 April the municipality will have overall responsibility for stormwater management.
