The project was put out to tender as a construction contract exceeding the EU threshold value, as defined in the Act on Public Procurement and Concession Contracts. A competitive negotiated procedure was used as the procurement procedure.

Three operators submitted applications to take part; they progressed to the negotiation stage and also submitted their final tenders. All bids were found to meet the requirements set out in the invitation to tender and were accepted for comparison.

The criterion used to assess the overall economic advantage of the tenders was the best value for money, with price accounting for 55 per cent and quality for 45 per cent. Based on the comparison of the tenders, the most economically advantageous tender was submitted by YIT Rakennus Oy, which the Municipal Executive Board selected as the service provider for the project.

The actual procurement contract comes into being when the parties sign the agreements relating to the project.

The Lahela Life Cycle Project fulfils several of the objectives for the current council term, such as ‘Education and wellbeing services meeting residents’ changing needs’ and ‘Public spaces serving as meeting places for communities and services’. The project also fulfils many of the cornerstones of Tuusula Municipality’s strategy: ‘Quality of life and community spirit’, ‘A pioneer in vitality’ and ‘A trailblazer in education’.

The development will comprise a comprehensive school, which will house pre-school education and Years 1–9. The development will also include a nursery and youth facilities. The project is designed to accommodate approximately 900 pupils, around 40 pre-school children and a nursery with eight groups (approximately 168 children).

All services will commence in August 2029. The Vaunukangas nursery and school, the Hyrylä secondary school and the Ruotsinkylä school will be merged into Lahela.
